css: Fix sizing for icons in custom shortcuts

Changes based on fix and workaround suggested by James Duncan (@jaduncan).

Tests:

- Home page, apps, system, and help icons appears as before.

- James Duncan (@jaduncan) reports that custom shortcut icons appear normal
after this change.
