When radicale 2.x is available in testing, the migration can be
triggered by bumping the module's version.

The default rights file shipped in radicale 2.x package is equivalent
to owner_only. By setting this as our default, we can avoid any change
to the default config.

- uwsgi service is sufficient to handle radicale2. Disable radicale service for
radicale2.

Remove unneeded gettext around configure URLs.
Remove module-level variables for configure URLs. Just use it directly
in add_shortcut().
Use reverse lookup for configure URLs.
Check that configure_url is set before displaying.
Change appearance of Configure link to a button.
In a module, when URL is not avialable for a shortcut, send None instead
of an implementation specific detail on how to show description. This
allows use to change the implementation of how description is shown
without changes to modules.
- Fix code style.
- Keep description and util functions at module level.
- Add license notice to forms file.
- Internationalize and make choice descriptions more informative.
