This is a fix for regression introduced by
ebe6a0ed026e27dc650b4c2fed8426357f959ddc. I have incorrectly assumed that
providing only IPv6 ORPort is sufficient to listen on IPv4 and IPv6. As a
result, Tor does not run when relay is enabled. Fix this by adding ORPorts for
both IPv6 and IPv4.
Tests performed:
- Tor shows as running after enabling relay functionality.
- Adding single or multiple ORPort values in the configuration file leads to
actions/tor get-status reporting that relay is enabled.
- Functional tests for Tor run properly.

When ORPort is set to 'auto', Tor automatically allocates a port for it. During
it's first run, we able to extract the port number and open the firewall port.
However, unlike for pluggable transports, Tor does not seem to store this port
for future reuse in the state file. It hence opens a new port every time it is
started. This leads to a new port being assigned on next Tor startup and leads
to relay functionality not being reachable from outside.
According to the documentation, only possible values for ORPort are a fixed
number or 0 (disable) or auto (current behavior). Choose 9001 as this is the
commonly used port number for ORPort. The recommended port number of 443 is not
possible in FreedomBox due it is use for other purposes.

This can then be used by a privileged action to verify that packages
requested for installation are in fact valid. This slightly improves
security of those privileged actions.
Currently menu items are shown in alphabetical order in applications and
no clear order in system configuration. This is done using static
weights for menu items based on English names that does not work for
other locales.
Sorting can't be done at the time of adding menu items as users of
multiple locales may use the interface at the same time.
Implement a sorting mechanism based on existing order as well as labels
of menu item. This allows the flexiblity of grouping menu items in
future as it may be need for system configuration. In case of help menu
Remove sort order for all modules except for help menu as here we want
that specific order.
It has become confusing to reuse the name of the service for name of the
systemd unit file and firewall port. This has lead to the regression
that quassel, mumble and minetest can no longer open firewall ports.
Fix this by explicitly specifying ports all services.
