ui: Hide restart/shutdown items when navbar is collapsed ...

- Keep unimportant items hidden on small screens.

- Remove dividers that cause confusion.

- Avoid a scrollbar inside the menu when user menu is expanded. Bootstrap
  intended to show exactly 8 menu items.

Fixes #1431.
