coturn: Use privileged decorator for actions ...

Tests:

- Initial setup of coturn succeeds
  - Configuration file is created and required configuration is set.
  - Coturn is restarted
- Coturn configuration is shown on app page.
- Changing the domain succeeds and coturn configuration reflects the new domain.
