mumble: Support config file moved into /etc/mumble ...

Tests:

- In testing container, install Mumble. /etc/mumble/mumble-server.ini
  has settings for ssl cert and key.

- In stable container, install Mumble. /etc/mumble-server.ini has
  settings for ssl cert and key.
