build(deps): bump swift-secp256k1 from 0.21.1 to 0.24.0 (#1782)

Fixes permissionlesstech/bitchat#1755 via 0.24.0 because the latest release drops the SharedSourcesPlugin build tool that failed Xcode 27 plug-in validation and compiles under the Swift 6.4 toolchain.
