Taksh bc2096b370 fix(macOS): gate App Nap exemption on window visibility and active relay ...

Hold the ProcessInfo activity only when App Nap would apply (minimized or
occluded windows) and Tor or activation-gated BLE mesh work is actually
running. Visible windows and idle configs no longer pay for an assertion.
