elpatron 276cb06f5f fix(plugins): pin ndpgen module to go 1.25.0 - #5239 
Avoids go test requesting the ambiguous go1.25 toolchain bundle when
GOTOOLCHAIN=auto cannot fetch it (pre-push test-ndpgen).
