syncthing: Use systemd-sysusers for creating a system user account ...

- Drop dependency on 'adduser' package.

Tests:

- Functional tests for syncthing work.

- Installing syncthing app works. The system user and group are created with
proper UID/GID, shell, gecos, and home directory.
