113b4cb068 make_ip_del_recovered.pl: skip redundant entries 
Makes it ignore the entries for recovered networks which are already
covered by entries in ip_del_list.

36720ed8e6 Remove the delegation of 43.0.0.0/8 to JPNIC 
All networks up to 43.221.255.255 are allocated to asian cloud operators
or CDNs and regitered in the APINC database.
The two allocations left are mirrored in the APINC database anyway, so
there is no point anymore in querying the JPNIC database for 43/8.

6f8c9f5d85 config.h: fix uclibc builds without NLS 
uclibc defines __GLIBC__ but doesn't always have NLS support resulting
in the following build failure:

In file included from whois.h:1,
                 from whois.c:44:
utils.h:38:11: fatal error: libintl.h: No such file or directory
