config.h: fix uclibc builds without NLS
...
uclibc defines __GLIBC__ but doesn't always have NLS support resulting
in the following build failure:

...
whois.nic.jobs is now managed by Nominet UK and does not support the
Verisign-style commands anymore, so all queries get "Syntax error."
in response.
