Redirect the POST request for install with the template. This ensures that any
reload performed on the page will be a GET request.

vagrant: Vagrantfile changes for ease of development 
Moved some frequently required operations to the Vagrantfile.

Newcomers to the project almost always face the issue of port 8000 not being
available. Disabling system Plinth and running only the development version
solves this issue.

Automatic upgrades are a frequent blocker for development and an unnecessary
annoyance on a development setup.

- Update documentation about vagrant file changes

- Remove plinth restart step

- Allow selection of Root Filesystem or any removable drive.
- Export to FreedomBox-backups folder in selection location.
- Handle export location without / at the end

ejabberd: Cleanup config file upgrade 
- Merge config upgrade into setup.
- Try upgrade even if ejabberd version cannot be determined.
- Ignore error from ejabberdctl which can happen if ejabberd is not running.
- Run yapf on modified files.
