504651a3f5 Add new locales and restructure how they are handled. 
We now build the dba/supported_locales.sql file from po/locale.values
files for each locale, and we are also fetching the translations from
transifex.net in order to build them.

This commit also adds support for some new locales, especially
Brazilian Portuguese and Mexican Spanish.

8cd642dcf9 Update translations. 
Import translations from transifex.
Thanks tikismoke for the work on the french translation.
I did some work on the german one.

The other languages have huge diffs which i am not brave enough to review right now.

13281995d1 Remove obsoleted strings from translation 
There has been a lot of obsolted strings collected over the time.
Cleaning them up now to have a clean start.
